contributor pic David Hartshorn is Secretary General of the Global VSAT Forum, the London-based non-profit international association of the VSAT industry. The Global VSAT Forum consists of more than 160 members from every major region of the world and from every sector of the industry, including satellite operators, manufacturers, system integrators, and other service providers.

Mr. Hartshorn serves as Rapporteur for an ITU programme on satellite regulation in developing countries; is a Member of the Satellite Action Plan-Regulatory Working Group, the Brussels-based satellite-industry group that provides inputs to the European Commission. He has published in hundreds of magazines and newsletters, and has spoken and chaired at conferences and seminars in every major region of the world. Hartshorn has served on the Board of Directors of the Society of Satellite Professionals International, and President of its UK Chapter.

contributor pic Martin Jarrold assumed the position of Chief of International Programme Development of GVF in June 2001. His responsibilities include outreach to the member organisations of the GVF and implementation of education and information dissemination programmes designed to educate and inform various "communities" about the products and services of the satellite communications industry. Prior to joining the GVF, Mr. Jarrold was Commissioning Editor and Head of Research for Space Business International magazine. His earlier career was predominantly in teaching and writing. He holds an honours degree in History and Politics from the University of Keele in the United Kingdom.

contributor pic Emmanuel Adugu was a Communication and Development Studies student at Ohio University. His study focused on the effects of technical innovation, politics and economics on the growth of telecommunication and policy reforms that can enhance social and economic development. Emmanuel worked with Professor Don Flournoy and several students on a research project for Global VSAT Forum, UK. This research examined regulatory reforms of VSAT technology adoption in the developing world. After graduating from Ohio University, Emmanuel pursued his doctorate in Rural Sociology, specialization in Development and Social Change at Ohio State University. In addition to that, he holds a Graduate Certificate in Interdisciplinary Survey Research from Ohio State. His dissertation examined political consumption (i.e. consumer behavior of using the marketplace as a site for political action with social change motives). Originally from Ghana, he also holds a Master of Philosophy degree in Agricultural Extension from the University of Ghana. Emmanuel is interested in development communication and social change.

contributor pic Kwasi Boateng was a doctoral student at the Ohio University School of Media Arts and Studies (formerly the School of Telecommunications). His interests were in new technologies, satellite communications, policy and regulatory issues and the deployment of technologies that would facilitate efficient and effective communications in sub-Saharan African countries. He worked on identifying the regulatory challenges facing these countries and researching solutions that can address those challenges.

contributor pic Michael DeWan has been in the telecommunications field since 1970. His career began as a communications officer in the US Air Force from 1970 until 1980 when he joined Satellite Business Systems. At Satellite Business Systems he held various positions in sales and marketing before moving to MCI in 1986. His first assignment at MCI was as a program manager for VSAT network implementation. At MCI he has held various positions in marketing, data engineering, and systems engineering.

His current position is as the Senior Manager for International data products, International Private Lines, and wholesale data products. In 1998 Michael was elected to the Board of Directors of the Global VSAT Forum. Mike holds a BS degree in Chemistry from the University of Illinois and a Masters degree in Business from Central Michigan University.

contributor pic Don Flournoy holds Masters and Ph.D. degrees from the University of Texas. He was the Dean of the University College at Ohio University (1971-81) and Associate and Assistant Dean at the State University of New York/Buffalo (1969-71) and Case Institute of Technology (1965-69). His research and teaching interests lie in international communications, especially in broadband telecommunication and application of ICTs for development. He was a project manager (1993-96) for university/industry experiments aboard the NASA ACTS satellite. He has taught Satellite Communications since 1984 and been a member of the SSPI since 1986.

Eric Kwaku Gavua is a native of Ghana in West Africa. He holds a Master's degree in International Relations from the Legon Center for International Affairs, University of Ghana. Upon completing his master's program, Eric worked in Ghana as a price analyst with Gateway Services Limited which is an affiliate of Cotecna Inspection, a Switzerland based International Trade Support Service organization. Eric is currently pursuing a second masters program in Communication & Development at Ohio University. His scholarly interest is in the area of regulatory and policy issues surrounding the development of new technologies of telecommunications.

Virgil Labrador is the editor of Satnews Daily and Weekly editions, the International Satellite Directory and the monthly e-zine, SATMAGAZINE. He has worked in various capacities in the satellite industry, more recently, as marketing director of the Asia Broadcast Center in Singapore--a full-service teleport owned by the US broadcasting company, CBS. He has co-written several books on media management and communications policy and is currently working on a history of the communications satellite industry. contributor pic Barry Spielman is the Director of Corporate Marketing, for one of Israel's leading high-tech companies, Gilat Satellite Networks. Prior to this position, he served as the Executive Director of the Global Board of Trustees of Bar-Ilan University and earlier as the Manager of Marketing Communications for RND Networks of the RAD Group. A graduate of Bar-Ilan University's Political Science Department, Mr. Spielman emigrated to Israel from the US, following a graduate degree in National Security Affairs at George Washington University and several years of work at AIPAC and Washington area Defense Contractors.

Upon moving to Israel in 1988, Mr. Spielman joined the Israeli Defense forces, where he served seven years in a variety of public affairs related positions, rising to the rank of Major. During his military service, he worked with the foreign press, and headed both the Lectures and Visits Departments of the IDF Spokesman's Office. During this time, he also concluded a second Masters degree in Business Management at the Boston University Program on the Ben Gurion University Campus in Beer Sheva. Mr. Spielman left active military service in December 1995 but continues to serve in the reserves in the Spokesman's Unit. Mr. Spielman is married with four children. He lives in the town of Oranit, just outside of Petach Tikvah.

contributor pic Tim Tozer is Head of the Communications Research Group at the University of York, UK. He directs and manages a range of research projects in the field of wireless communications systems, with particular emphasis on VSAT systems, satellite and terrestrial broadband, and High Altitude Platform (HAP) - based communications. Tim is a named author on over 180 academic and technical publications, and he teaches extensively on communications topics as well as presenting a number of international workshops for the Global VSAT Forum. In particular, he runs a highly successful annual Short Course on VSAT Systems at York, now in its 14th year, and he is also course leader for the IEE Vacation School on Satellite Communications.
