First Responders and Emergency
Communications and IT Services

The communications and IT needs of first responders were not adequately met during recent natural disasters. This initial panel explored what those unmet needs were. The question is whether new equipment, revised software, improved organizational coordination, better federal, state and local teamwork, improved links to non-governmental first responder organizations, better training, and/or improved communications between civil and defense entities all represent primary needs? Further if these are the unmet needs how can we best achieve improved training, equipment, software, organization or other types of innovations?
